With the successful certification of our passport photo solution in accordance with the Technical Guideline BSI TR-03170, we at pixolo have reached an important milestone – for our company, for our partners and for the digital future of official identity processes in Germany.
What does BSI TR-03170 regulate?
The Technical Guideline TR-03170 defines the binding technical and organizational requirements for the digital creation, backup and transmission of biometric passport photos. From 2025, passport photos for ID cards and passports may no longer be printed out or submitted manually.
Instead, the transmission is completely digital, encrypted and sent directly to the responsible authorities via certified systems.
The background is clear:
More security, fewer opportunities for manipulation, uniform standards and more efficient administrative processes.

Early start, high standards
pixolo dealt with the requirements of TR-03170 at a very early stage and sought dialog with the BSI, the TÜVIT inspection body and the authorities involved at an early stage. The technical implementation was demanding and designed for the long term – from secure image capture and biometric verification to legally compliant, encrypted transmission.
The fact that we have now successfully completed this process is the result of hard work, technical excellence and consistent quality assurance.

Strong partners, joint success
Special thanks to:
- the BSI for its constructive support,
- TÜVIT for the careful and professional inspection,
- our consultants from Konfidas,
- and above all to our entire pixolo team, who have supported this project over a long period of time with exceptional commitment.
We would also like to thank dm-drogerie markt and our colleagues at dmTECH. The close cooperation since the beginning of this topic has contributed significantly to the fact that the digital passport photo service in Germany could not only be implemented in compliance with the law, but also in a customer-friendly manner suitable for the masses. The fact that several million people have already used the service this year speaks for itself.
Official certificate award ceremony
