pixolo GmbH has successfully launched its new passport photo system at dm-drogerie markt. This milestone not only marks further progress in digitization, but also makes an important contribution to the implementation of the new legal requirements that came into force on 1 May 2025.

What changed on May 1, 2025?

With the entry into force of the Act to Strengthen Security in Passport, ID and Alien Law Documents, only digital, biometric photographs will be used for passport applications:

  • Passports
  • identity cards
  • electronic residence permits (eAT)
  • Travel documents for foreigners, refugees and stateless persons

approved. The aim of these innovations is to increase the quality and security of photographs, reduce the risk of forged or manipulated passport photos – for example through so-called morphing techniques – and simplify the application process overall.

In future, digital passport photos must be taken either directly at the authority or at registered photo service providers with certified systems. These service providers are obliged to transmit the photos taken electronically to the authority via an encrypted cloud certified by the Federal Office for Information Security (BSI). After the photo has been taken, applicants receive a printout with a data matrix code (comparable to a QR code), which is presented to the authority and scanned there in order to retrieve the photo from the protected cloud. Self-made photos or passport photos from traditional photo booths are no longer accepted.

Since the beginning of 2021, pixolo GmbH has been working intensively on solutions to implement the new law and has dealt extensively with the technical BSI guideline TR-03170. The close cooperation between dm-drogerie markt, the BSI and the pixolo project team has made a decisive contribution to the success of the project.
